Chen Ying Jieh was born in Guanxi Township, Hsinchu County, with one older sister and one younger brother and sister. She is of Hakka and Atayal ancestry, and her maternal grandmother was a Atayal from Mawudu. When she was 18 years old, during her sophomore year of high school, she went with her classmates to see a performance at the U.S. Army Club, and due to the coaxing of her classmates, she went up on stage and sang two songs, and because of the recognition of her singing voice, she became a fixture at the show. In order to support her family, she took a break from school in her second year of high school and started her singing career. She sang from Taichung to Taipei, where she became acquainted with Huang Ying Jieh, and at the age of 23, Haisan Records recorded her first Mandarin song, ‘Spring Breeze’, which became the theme song for Huang Ying Jieh's ‘Unknown Lady’ in the Puppet Show. When she was young, Chen Ying Jieh was so pure and sweet that she was approached by film producers, but they all turned her down because she thought she was too short for the big screen. After releasing 15 Mandarin albums, she moved from Haisan Records to Countryside Records in 1983 and released a Mandarin album. Once Long Piao Piao was in Singapore for a show and couldn't make it back in time to record the album, she was introduced by her fellow student Kuo Jin Fa, and the boss of the record company boldly used Chen Ying Jie to sing Taiwanese songs, and the first Taiwanese song that she sang was ‘The End of the World Looking for a Lover’, which was a big hit with more than 300,000 copies, and the company took advantage of the success and followed up with 13 Taiwanese albums in 3 years. The record company took advantage of the situation and released 13 Taiwanese-language albums in three years, each of which sold well and made her a lot of money before she was 30 years old. In 1984, when Pan Jian was signed to CTS and Chen Ying Jieh was signed to HTS, Pan Jian went to HTS to sing for Chen Ying Jieh, and was warned by CTS.
